Foreign Subcontract Cost Share Savannah Tiedeman 08 Jun 2015 10:57 EST

Hi all,

I was curious if anyone had run into this issue before or had any resources to help.

One of my PIs recently submitted a proposal to NIH with a subcontract to a French institution. The main collaborator in France requested no salary from the grant because the government in France covers his compensation completely, regardless of any external funding (i.e. none of his grants ever contribute to his salary). Supplementation of his salary is not allowed, but his reported effort will be 6 calendar months (50%). After a long go-around, we cannot decide if this would be considered cost share under the uniform guidance.

Any advice or resources on the matter would be helpful. Thank you!
