NIJ application materials

My institution will be the prime for an NIJ application, and I am trying to determine which documents we need to request of our consortium institution. The RFP offers no definition of "applicant institution," and at least one of the required documents (the disclosure of lobbying activities) must be completed by both.
Here are the documents in question:
· Research and Evaluation Assurance
· A Privacy Certificate. I believe that it is needed by the consortium institute only if that institution will be collecting human subjects data. (In contrast, if we will collect these data for the other institution's use, we need only prepare an information transfer agreement post award.)
· Prior and Current NIJ Support & resulting scholarly products, to meet the following requirement:
“ List of any previous and current NIJ awards to applicant organization and investigator(s), including the NIJ-assigned award numbers and a brief description of any scholarly products that resulted in whole or in part from work funded under the NIJ award(s).”
· Accounting System and Financial Capability Questionnaire (http://ojp.gov/funding/Apply/Resources/FinancialCapability.pdf) [Must our application include this form for the consortium partner institution as well as for our institution? Or is it our responsibility to secure this form/info once an award is made?]
If you have experience with these applications, I'd appreciate your input.
