The Sr. Manager of Sponsored Projects Administration provides leadership and direction to Sponsored Projects Administration staff and provides the Institute for Health Research support for sponsored projects administration. They maintains knowledge of policies and procedures and performs in accordance with applicable regulatory and compliance requirements, external laws and accreditation standards as they relate to Research and Development. They are accountable for creating a culture of compliance, ethics, and integrity.  This position will maintains knowledge of and assures departmental compliance with Kaiser Permanente's Principles of Responsibility and policies and procedures, and applicable regulatory requirements and accreditation standards. Responds appropriately to
observed fraud or abuse.

Essential Functions:
• Provides leadership to sponsored projects team by planning and coordinating activities, working with customers to
prioritize the workload, monitoring performance, and improving systems and processes.
• Responsible for managing all administrative aspects of federal and non-federal grants and contracts.
• Acts as primary liaison for Sponsored Projects Administration to the IHR, regional, and interregional KP offices; federal,
state, and private funding agencies; outside consultants, contractors and collaborating academic and other institutions for the KPCO region.
• Provides consultation to KPCO investigators regarding research proposal development, submission, and execution.
• Ensures appropriate information, reports, and legal documentation are provided to meet organization and funding agency requirements and needs.
• Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by
maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics
and integrity, reporting all non compliance, and adhering to applicable federal, state and local laws and regulations,
accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.
• Develops and/or revises IHR policies and procedures as they relate to sponsored research projects. Serves on the
KPCO Research Policies and Procedures Committee and Research Compliance Committee.
• Responds to audit requests related to sponsored projects administration.
• Hires, supervises, coaches, motivates, and conducts performance appraisals for assigned staff. Assists staff with career development planning and identifying opportunities for growth and development. Ensures accountability of staff in their completion of assigned duties. As necessary, responsible for disciplining and terminating in compliance with EEO/AA requirements and personnel policies of the organization.
• Develops training materials that incorporate all applicable KP policies, local, state and federal laws and regulations, and accreditation standards.
• Partners closely with IHR Finance Manager to support project teams in oversight and management of research-related
cost centers.
• Collaborates effectively with IHR managers, investigators, and directors to achieve organizational objectives. Is a
member of the IHR's strategic leadership team.

Qualifications
Basic Qualifications:

Experience
• Minimum five (5) years of work experience in research administration in a non-profit, hospital, or university health
research setting.
• Minimum three (3) years in a supervisory or management role, preferably in a research administration setting.
• Federal grant, contract and subcontract administration experience required.

Education
• Bachelor's degree in business administration OR four (4) years of experience in a directly related field to health research.
• High School Diploma or General Education Development (GED) required.
License, Certification, Registration
• N/A

Additional Requirements:
• Knowledge of Office of Management and Budget regulations and compliance experience required.
• Excellent consulting skills.
• Strong customer service ethic and solution-oriented.
• Strategic thinker and change agent.
• Ability to work independently and exercise mature judgment.
• Excellent communication skills (oral and written).
• Ability to work effectively as both a leader of a team and as a member of teams that include senior management,
research investigators, and/or institutional leadership.
• Proficient in general computer skills, including word processing and spreadsheet software.
• Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
• Experience with administrative software systems preferred.
• Experience in budget and financial management of federally-funded research projects preferred.
• Experience in business/financial management of clinical trials operations preferred.
• Knowledge of principles of accounting and contract administration/law preferred.
• Understanding of multiple research administrative processes, including those affecting federal, state, pharmaceutical
(clinical trial) and Kaiser-sponsored projects preferred.
