Thanks everyone for the suggestions!
We checked the Application box on the cover, and we followed the submission instructions for the full proposal not the Pre-Application, so I'm not sure why ONR thinks it's a pre-application.
We have contacted Cayuse, and they are baffled.
We also contacted Grants.gov and got a ticket.
Our attempts to reach out to the ONR contacts in the FOA have gone unanswered.
We resubmitted the proposal this morning and have received the Grants.gov notifications without error.
But that happened with our submission yesterday afternoon as well, and we didn't get word from ONR that it was rejected until this morning.
Keeping our fingers crossed that this one goes through.
