Some of the language for qualifications seemed to be very limited and not applicable to the full expanse of the DHHS mission. However, perhaps a new instrument for obtaining a Director may be more politically appealing or useful at his time, e.g. Special Title Appointment or an IPA appointment vice SES or GS 15 competition.

Whatever the case may be, the posting and pulling of this post in one day is a curiosity
