Good afternoon,

Our university is going to be submitting a proposal for a contract that allows for direct, F&A and a fixed fee.  I am reaching out to my colleagues in trying to determine if  a university could ever justify a fixed fee in their proposed budget, knowing that we would be collecting an off campus F&A at 26%?  Any guidance would be most appreciated.
