It is my understanding only "prime" recipients of federal funds MUST register in Sam.gov. You may have an institutional policy that requires all your subrecipients to register in Sam.gov, but I don't think the federal government requires that of subrecipients. This is an excerpt from http://www.nsf.gov/pubs/policydocs/pappguide/nsf13001/gpg_1.jsp: IN ADDITION, EACH PROPOSER ALSO MUST BE REGISTERED IN THE SAM DATABASE PRIOR TO SUBMISSION OF THE PROPOSAL. SUBAWARDEES NAMED IN THE PROPOSAL, HOWEVER, DO NOT NEED TO BE REGISTERED IN SAM. This is an excerpt from the Sam.gov User Guide. US based subrecipients are required to have a DUNS number and register with CCR or now with SAM. My colleague's question is whether foreign/international subrecipients in addition to having a DUNS number are also required to register with CCR or SAM in order to receive federal funds?
