This was an audit of an NIH subgrant provided to Yale from UMMS. Specifically, the auditors found that because the PI reduced his time by more than 25% without obtaining approval from the sponsor, the university was out of compliance with federal regulations (p. 6-7). Additionally, despite the institution's assertion that the PI did do work on the grant but did not charge the full amount of the grant for it, the OIG responded that there was no “supporting documentation to identify what account the PI’s effort was charged to and how it could be identified as effort on this subaward” (p. 11). Thus, the OIG included this as part of their findings.
