For must public institutions this is a non-issue, as all salaries are public information. However, I can see this may be different for private schools. I agree they are probably looking for CS ideas too and to make sure you both are sharing the burden.

Your 2nd sentence suggests there is some connection between the request to see the budget and the CS requirement, so perhaps they just want to see what kinds of things you are proposing as CS--in which case you can just give helpful examples and perhaps a template.

Dear Resadmers,

We are the prime applicant on a federal grant proposal and it will include a subaward with another university. We are asking the subaward include the minimum cost share (20%) expected by the agency. The budget is still in draft form, but the sub is asking for a copy of our budget before signing on. Is it common practice to share the full budget with subs at your institution?  There is salary information that we are reluctant to share. If it is to be disseminated, wouldn't that be at the PI's discretion? Any input would be appreciated. Thank you.
