Grants & Contracts Specialist I/II (UCP VI/UCP VII)

The Office of the Vice President for Research, Sponsored Program Services at the University of Connecticut (UConn) is seeking energetic, skilled and engaged Grants & Contracts Specialists with experience in post-award and financial services to join our service-oriented Team.

Under the direction of the designated Team Leader, the Grants & Contracts Specialists will provide technical assistance and oversight in the review, budgeting, negotiation, compliance, and financial management of sponsored program activity.

Representative duties  will include:  providing guidance to researchers and University constituents regarding the setup of project accounts; monitoring account activity, receivables and fund balances to ensure against deficits and improper expenditures; entering journal vouchers and financial transactions to record billings or account adjustments; serving as University Liaison in the negotiation of terms, budget revisions or extensions;  producing financial reports, invoices or related documents required for the billing and collection or transmittal of funding from sponsors to the university; analyzing and resolving problems and discrepancies related to financial compliance or availability of funds; may assist with the billing or collection of monies in a variety of forms, including checks, wire transfers, online drawdowns or other automated payment methods.

Additional duties performed at the level of Grants and Contracts Specialist II (UCP VII) include:   routine handling of a project portfolio of significant complexity, requiring an advanced level of knowledge and experience; may coordinate and prioritize team workload; may provide guidance, training and serve as a resource to colleagues both internal and external to Sponsored Program Services; contributes to workflow, process and policy improvements; may develop and present or provide training to University constituencies.

Minimum qualifications include:  Bachelor's degree and four years of recent relevant experience, or eight years of recent relevant experience in a business organization or government agency involving accounting, budgeting and contracting; thorough knowledge of federal laws and regulations regarding grants and contracts; excellent accuracy and written communication skills; excellent interpersonal and verbal communication skills.

Additional minimum qualifications to be considered for the rank of Grants & Contracts Specialist II (UCP VII) include:  ability to write and interpret technical contract language and understand its implications; ability to effectively communicate with and serve as liaison between granting agencies, University Administration and principal investigators; ability to develop and deliver technical training.

Preferred qualifications include:  in-depth knowledge of OMB Circulars A-110, A-21 and A-133; knowledge of current trends in research administration; experience using a Financial System (such as KFS) and/or electronic database/records management systems (such as InfoEd); ability to prepare/create reports using a reporting system (such as WebFocus); ability to problem-solve and maintain professional composure while working under pressure of internal and external deadlines; ability to work independently and in a team environment; experience working in an institution of higher education; MBA, CPA, or Certified Research Administrator designation.
