Many agencies, in cases where a match is required, stipulate what may and may not be used. For example, the US DoEd which often limits recovery to 8% sometimes stipulates that F&A match is also limited to 8% on any direct costs provided. Others may indicate that waived F&A on sponsor funded direct costs can or can not be used as match. At the University of Southern Maine, while we always reflect full F&A in our accounting system, we may or may not be able to get any credit for it.
