The key word in C.23.b is "may".
Many agencies, in cases where a match is required, stipulate what may and may not be used.
For example, the US DoEd which often limits recovery to 8% sometimes stipulates that F&A match is also limited to 8% on any direct costs provided. Others may indicate that waived F&A on sponsor funded direct costs can or can not be used as match.
At the University of Southern Maine, while we always reflect full F&A in our accounting system, we may or may not be able to get any credit for it.
So, the best answer is read the sponsor RFP and award.

If you include unrecovered indirect costs in your proposed budget and receive an award based on this budget, how do you address compliance with OMB Circular A-110, Subpart C, Section .23 (b), Unrecovered indirect costs may be included as part of cost sharing or matching only with the prior approval of the Federal awarding agency.
Do you require additional approval from the sponsoring agency (beyond the official notice of award doc)? If so, what do you require?
