Susan, We have run into one in the Worcester area. It's called New England IRB. They are at www.neirb.com. Our IRB received a materials from them in a case where a spinoff company from the local medical school had a project that was approved by them, but we required our own IRB's approval. Because we are a public institution financed in part with tax-exempt bonds, there are limitations on what we can share and how for work conducted in University facilities. We did have to walk away from a funded project due to IP issues raised in the award terms and conditions. Given Samsung's apparent position, you need to decide whether or not to apply.
