While we have never specifically encountered the GRO Research Agreement, we have encountered similar ones.
Because we are a public institution financed in part with tax-exempt bonds, there are limitations on what we can share and how for work conducted in University facilities. We did have to walk away from a funded project due to IP issues raised in the award terms and conditions.
Given Samsung's apparent position, you need to decide whether or not to apply.

Colleagues,
Samsung is running a competition, and the RFP language contains this statement:
"... if SAMSUNG selects and funds, the Research Project shall be performed in accordance with the terms and conditions of the GRO Research Agreement expected to be executed in September, 2014 including the Research Project Specification appended thereto as Exhibit 1."
Has anyone executed the GRO Research Agreement? I'm concerned about terms and conditions, especially IP.
Normally we would indicate in cover letter that award acceptance is dependent on mutually acceptable terms and conditions. However, Samsung provides cover letter language and won't allow any changes.
