Organizational Summary
The College of Behavioral and Community Sciences prepares students, scholars, human service providers, policy makers, and other professionals to improve the quality of life, health, and safety of diverse populations and to promote positive change in individuals, groups, communities, organizations and systems. The University of South Florida, Florida Center for Inclusive Communities (FCIC, is a University Center for Excellence in Developmental Disabilities Education, Research and Service (UCEDD). The FCIC is funded by the Administration on Developmental Disabilities and authorized under the Developmental Disabilities Assistance and Bill of Right Act of 2004. The purpose of a UCEDD is to provide university-based training, community services including training and technical assistance, research and dissemination with and on behalf of people with disabilities and their families, across the lifespan. FCIC focuses on the provision of education, training, services, research, and dissemination in the areas of education, early childhood and early intervention, health, and employment. As part of the national network of 67 University Centers for Excellence in Developmental Disabilities (UCEDDs), we share a vision that foresees a nation in which all Americans, including Americans with disabilities, participate fully in their communities.

Position Summary
The Florida Center for Inclusive Communities (FCIC) in the Department of Child & Family Studies, is a large (100+ employees), complex division that provides research, training, and consultation services for/to agencies, families, and people with various developmental disabilities. This position is responsible for the general oversight of all FCIC administrative, fiscal, contract and grant, programmatic, and support functions; and, for making recommendations to the Division Directors for changes to and improvements in each of these areas so that the division can keep up with its rapid growth and the ever-changing scope of its research and training activities. Position has been delegated decision-making authority over human and fiscal resources; has been delegated decision-making authority over significant policy and operational issues; and, may function for the director in their absence. Position also has significant responsibilities for collaboration and connection with department and college to guarantee consistency in policy and practice.

Responsibilities

Finance & Accounting:
Oversight of all (~$10 million annually) fiscal operations of division and management of division's salary savings and discretionary spending. Commit funds, authorize expenditures, observe trends, mentor and delegate activities to administrative and project staff to ensure proper adherence to internal and external policies and procedures, and manage (commit, track, project/forcast, re-allocate) division's salary savings and discretionary funds.

Grant and Contract Writing, Administration, and Management: Oversight of related division activities. Collaborate with funders, project PIs, coordinators, & directors- edit, review, & evaluate for consistency proposals and contracts- design funding strategies and procedures for dealing with new funders- ensure quality control and adherence to cost-accounting standards- make recommendations to director for improved policies and procedures within DARES and as they relate to USF- the Department of CFS- FMHI- and, federal, state, and private funders.

Strategic Planning for Fiscal and Programmatic Matters:
On-going review and oversight of strategic planning activities, especially fiscal. Observe, monitor and analyze current activities and trends- review, research, and compare internal and external long-range projections- collaborate with peers regarding current activities- project/forcast future trends- inform and make recommendations to division director regarding options for future approaches- and, assist director with designing processes and procedures to meet new goals and
objectives.

Supervision:
Directly supervise 4 administrative staff for the division. Assist division director with overall supervision of division staff. Observe and assist with maintaining/improving faculty and staff morale, collaboration, motivation, and communication. Make recommendations regarding hirings, terminations, evaluations, and delegation of activities and authority.

Human Resources:
Oversee and direct operation of division's human resource activities to ensure effective use of assigned resources. Monitor related processes such as searches, hirings, evaluations, establishing positions, classifications, terminations, & salary levels. Make recommendations for improvements to division director as needed.

Interpretation of Policies/Practices/Procedures:
Implement and ensure compliance with internal and external operating policies and procedures. Research, review, interpret, develop, design, and communicate to peers and administrative staff current practices & expectations and future goals & objectives. Make recommendations to division director for improvements and re-design as needed.
Review and prepare AFD/FARS, PERTs and IFIS space inventory.

Special Projects:
As assigned by division director.

Minimum Qualifications:
Bachelor's degree, 3 years experience in research administration
Preferred Qualifications:
Experienced end user of Oracle/PeopleSoft financial software; proficiency with MS Office suite, especially Excel; previous work experience with a Florida public university, 5+ years in research administration
