Kudos. This is a wonderful approach that puts the responsibility where
it belongs. It communicates the process (something PIs rarely
understand since it's not something they have to deal with) in a way
that anyone can understand the work that's being done to support a
proposal and deftly places ownership on the PI, It's their proposal
after all. It brings up another thing we've been working on for Kuali
Coeus (KC), the ability to generate a "Complexity" score based on the
details of the proposal. Your guidance is spot on, it takes longer to
review proposals that are more complex and you've hit on many of the
complexity factors we're planning to make a part of our calculation
engine. I think they only on two things I recall we'd add to your list
is if there will be subawards and if it's a federal / state / private
sponsor.
