effort reporting question about .8 FTE employee

Good Morning,
We have an employee who is contracted to work in a salaried position at .8 FTE (or approx. 32 hours per week) and is 100% grant-funded through an NSF grant. Would this employee be allowed to perform unpaid work during their "personal time" (with their uncommitted .2 FTE time) that reaches outside the scope of the grant they are currently paid from? For example, could this employee assist with some of the administrative duties of other, closely-related grants received from the NSF? The argument is the grants are closely related to one another and the employee is willing to offer their assistance, at no charge, on the second grant.
My understanding is this wouldn’t be allowable under effort reporting regulations since this is a 100% grant-funded position. Is this correct? Does it matter that the employee is .8 FTE instead of 1 FTE?
If the university contracted with this same employee at 1 FTE and the university paid for the .2 FTE time (approx. 8 hours per week) would there be any issues? My understanding is the employee could then work on anything for the institution during their .2 FTE time and work on the grant they are compensated from .8 FTE of the time.
Any input or advice would be greatly appreciated.
