We have used partial years on transfers and detailed budgets. I would worry with a modular budget that there wouldn't be enough information for the reviewer to really understand what was going on and it would just look wrong.

We frequently use modular budgets for R01s, but we've only used partial years for transfers that required detailed budgets.
