Position Opening: Assistant Vice President for Research/Sponsored Programs (Search #2014126) The Office of the Vice President for Research at the University of Connecticut seeks an Assistant Vice President for Research/Sponsored Programs (AsstVPR/SP). This position is responsible for the leadership of the Sponsored Programs component of the Office of the Vice President for Research (OVPR) at the University of Connecticut. The University of Connecticut (UConn) is one of the nation's leading public research universities. Founded in 1881, UConn is a Land Grant and Sea Grant college and member of the Space Grant Consortium. UConn is ranked 19th among the Top 25 public universities in the nation according to the 2014 U.S. News & Report. The state legislature has recently approved a proposal that represents one of the most ambitious state investments in economic development, higher education and research in the nation. With Next Generation Connecticut, key, targeted strategic investments in facilities, faculty, and students will establish UConn as a vital STEM institution, fueling Connecticut's economy with new technologies, highly skilled graduates, new companies, patents, licenses, and high-wage STEM jobs. Reporting to the Vice President for Research, this management position leads the University's sponsored research grants and contracts administration/management, with the goal of actively and positively supporting the current and future research programs (fundamental through applied), scholarly activities, and creative endeavors of the faculty, staff, and others while at the same time assuring compliance with all relevant federal, state, University and sponsor policies and regulations. He/she is also expected to work in partnership with other University Offices in support of the University's mission to establish, maintain, and grow research partnerships with funding agencies/organizations (public and private), and business'/corporations within the state and around the nation and world. Primary duties and responsibilities of this position include providing leadership for sponsored research grants and contracts administration/management, with the goal of actively and positively supporting the current and future sponsored research programs (fundamental through applied), scholarly activities, and creative endeavors of the faculty, staff, and others at the University of Connecticut; assisting the Vice President for Research and Associate Vice President for Research in determining financial, legislative and administrative strategies that will result in maximizing the success and results of UConn sponsored research programs through strategic investment in research opportunities, incentives for successful activities, and through the accurate and strategic reporting of expenditures and performance measures to assist with assessment and measurement; managing, planning and evaluating overall operations, actions, and responsibilities of Sponsored Programs to assure compliance with all relevant federal, state, University and sponsor policies and regulations; responsibility for staffing and hiring of all Sponsored Program personnel, and ensuring appropriate training and evaluation of staff. Represents Sponsored Programs at all grievance hearings, fact-findings, pre-disciplinary hearings and other labor-related issues, with the concurrence of the Vice President for Research; overseeing supervision of staff involved with all phases of the management of sponsored programs, including proposal development (in collaboration with the Assistant Vice President for Research/Research Development), pre- and post-award, contract negotiation, financial monitoring and financial report preparation. Provides direction and oversight of professional staff; determines priorities and work assignments and responds to questions and resolves problems related to proposal development, contract negotiations, fiscal and other grant management issues. Minimum Qualifications: Master's degree with 7 - 10 years experience, including management experience, in academic research administration, specifically in pre- and post-award sponsored programs administration; advanced knowledge of higher education/research, federal, state and private industry management rules and regulations governing sponsored programs, including OMB Circulars A-21, A-133, and A-110 and the Cost Accounting Standards; extensive experience in electronic research administration, financial management systems, and regulatory compliance; experience with contract negotiation and intellectual property issues; proven record of progressive leadership and coaching of a professional staff; demonstrated ability to network and consensus build with internal and external stakeholders, especially faculty; ability to independently develop policies and priorities and provide ongoing management and evaluation, as well as interpret policies and to resolve highly complex issues with legal, fiscal and ethical/compliance implications; demonstrated ability to develop and prioritize personal and departmental long- and short-term plans, goals, and objectives, and independently implement and monitor them for achievement; strong ability to mentor and provide supervisory oversight and evaluation of staff at various levels; superior oral and written communication skills, with the ability to communicate effectively and serve as liaison between sponsors, all levels of University administration, and principal investigators and ability to implement/promote/expand a "customer service" orientation of the Office. Preferred Qualifications: Ph.D.; experience in upper management/leadership of a sponsored grants and contracts office at a major Tier 1 research university; active affiliation with sponsored research professional organizations; state/government or public sector accounting experience; and a record of professional publications or presentations related to sponsored research grants and contracts administration/management/leadership.
