If the entire term of the NRSA award will take place while she is at Northwestern, then she should apply for the fellowship through Northwestern rather than Miami.
Her fellowship mentor/sponsor would need to provide details of the institutional resources available to support her fellowship (facilities, other support, Responsible Conduct in Research training, etc.) and Miami would not be in a position to certify the availability of those resources at Northwestern. Plus, from a practical perspective, if Miami is not going to receiving any of the funding, it doesn't make sense for you to submit the proposal since you will end up having to transfer it down the road.
I don't believe that NIH has a specific "rule" about this scenario other than the fact that the PA says the proposal should be submitted through the postdoc's Sponsoring Institution. Speaking from experience, I can tell you that I've submitted several applications for incoming postdocs at my institution who were finishing up their PhD studies at a different institution and NIH has always accepted them since it was clear that we would be the Sponsoring Institution.
