I think Jean Feldman addressed this during a presentation at COGR.  I haven't found my notes but I agree with Marcia... Advise your faculty that NSF is paying a great deal more attention to enforcing the guidelines.  It's not worth the risk.  If he chooses to do it anyway then it's on him.

Subject: [RESADM-L] NSF Project Summary upload without special characters

Hello all,
I'm curious if anyone has had experience with a PI that insists on uploading a project summary  for an NSF proposal instead of using the text boxes even when they do not have special characters. Has anyone ever submitted it like this and if so, did NSF allow it or say anything about it? I have recommended that he not do, but he wants to do it anyway. Any thoughts based on your experience would be appreciated!
