I apologize further because sometimes I get lost in the parsing of hairs here. Knowing the NSF and the whole federal government doesn’t consider Canada nor Mexico as international travel… I don’t see that we cannot contract in the form of a subaward with a specialist at a Canadian IHE. My guess though. Any more informed experience is appreciated.
