The Northwestern University Office for Sponsored Research is now accepting applications for a full-time Grants Officer position, located on the Chicago Campus (Job ID:  21464)

Job Summary:
The Grants Officer oversees and ensures accurate and timely submission and provides oversight for University wide research grant proposals such as multi-school, multi-institutional proposals in excess of $20M, for all but the most complex submissions.  This position writes and negotiates sub-awards, including those with complex contractual flow thru terms.  The Grants Officer manages a larger and more complex constituency.

Specific Responsibilities:
Manages and negotiates of all incoming and outgoing subcontracts, maintaining fair but firm positions to obtain optimum conditions for the University and the Principal Investigator;
Performs a detailed review of a contract or grant to identify those areas that may be inconsistent with the University's policies and objectives or which may invite financial or administrative risks or conflict with academic principles;
Provides assistance and guidance to faculty and departmental administrative staff during the life of an award and assures adherence to University and agency procedures and requirements;
Reviews and approves internal re-budgeting requests and official agency correspondence;
Works with the IRB and ACUC to assure proper approvals;
Participates in the development and implementation of new policies and revisions to existing policies;
Participates in education and training initiatives;
Assists in campus re-engineering efforts and training activities to move toward electronic research administration;
Tracks the changes being implemented by the federal government, evaluates system development efforts of other leading research institutions and vendors, makes detailed assessments of appropriate technologies to be deployed, and helps prepare the campus to take advantage of these new systems;
Maintains continuing liaison with administrative personnel in funding agencies;
Stays informed of changes in sponsor regulations, requirements, and policies and disseminates sponsor information as needed;
Assists auditors during pre-award audits, providing requested information and appropriate responses to questions and coordinating responses with ASRSP personnel;
Provides support of investigators in the proposal review and submission process, supplying information on University and sponsor requirements;
Monitors compliance with requirements such as effort commitments; cost sharing commitments, IRB and ACUC approvals;
Determines that all applicable sponsor requirements have been met, that the project is consistent with University policies, and that the proposed budget is adequate and reasonably accurate;
Performs related duties as required or assigned.

Minimum Qualifications:
A bachelor's degree or the equivalent combination of education, training and experience from which comparable skills can be acquired;
A minimum of 5-7 years' progressive responsible experience in the administration of sponsored research at an educational institution, in the federal government or at some other entity engaged in sponsored research;
Previous work experience in the administration of sponsored research at an educational institution, in the federal government, or at some other entity engaged in sponsored research;
Demonstrated knowledge of federal regulations related to research administration, including OMB A-21, OMB A-110, FDP terms and conditions, and other major federal funding agency guidelines;
Knowledge of university principles, policies, and procedures related to the conduct of research, especially with respect to intellectual property rights, indemnification, and publication;
Demonstrated ability to review and interpret policies and procedures involving complex problems requiring substantial independent judgment;
Willingness to work in a rapidly changing environment and to test and adopt electronic solutions;
Ability to use NIH Commons and NSF FastLane;
