They can still apply as long as the active grant will expire before the new one is awarded.

As I understand it, only PIs with active NIH research grant are ineligible. That is, they can have other outside funding such as NSF. Keep in mind the institutional eligibility requirement as well: no more than $6 million per year in NIH support in each of 4 of the last 7 years.

Is it only active NIH funding that deems a PI ineligible for a R15 AREA mechanism? There is researcher who will have active NSF funding at the time of submission. In my review, I only came across the NIH restriction for active funding, but has anyone learned of other federal funding being an eligibility factor?
