Teaching Overloads and % effort

Hello all. I have a question about your institutional policies--especially for those of you at teaching-focused institutions.
When a professor teaches an overload--an extra course, say--how does your institution count that? Is it counted towards percent effort? Does it matter when the course is taught--academic year or summer?
This is not for publication; I'm advising a friend and colleague.
