We actually had the same question here at my institution, so our Pre-Awards Director (Chrissa Papaioannou) actually posed the same inquiry to the ListServ on Jan. 29.  If you look back at the archives for January 2013, and look at the posting titled "New NSF Guidelines on Results from Prior NSF Support," you can find one pretty helpful and concise response from Michael Spires.  This should answer your question... it certainly cleared it up for us.  (Thank you again, Michael....)
