We also had difficulties with our SAM registration.  Someone else at our institution had transferred the account and taken over "entity management," and the help desk could not (by law according to them) tell me who it was.  In fact, I still don't know who it was.  I went round and round with the help desk - from Tier 1 agents to Tier 2 agents with no help.   It finally took intervention from our State Representative's office to get to someone who could understand the issues and help.  I started the process on November 27; renewal was completed on February 2!
