I suspect those funds had the institution's name on them, not the PI's. I know they both currently operate on a cost-reimbursement basis. Has this always been the case? We have a PI getting ready to retire, and he claims his "slush fund" came about from monies accrued from leftovers from NIH/NSF grants, and therefore it should remain his and not go to the department. I say it's not possible, but then it was pointed out to me that some of these grants were from 20, even 25 years ago so things may have changed over the years.
