To those who are having trouble accessing SAM, this might be the solution: Ensure that TLS 1.0 is enabled on your browser settings. I find I have to reset this every time I log in. Otherwise, it looks like the site is down but it really isn't. Once I did this, it was not difficult to say "yes" to the question "are you migrating your school from the old CCR system?" and, BINGO, there was my school on the list.
I had a different issue with having made my institution's info "private" in CCR. I had to change it to "public" so that my institution could receive a subaward from another institution that wanted to check us out in SAM. This was a bit of a hassle, but I was finally able to make the change on the third attempt once I learned how the editing function works.
If the mention of TLS 1.0 confuses you, it's one of the items on the list that you can check off when you go to "Tools" and then "Internet Options" and then the "Advanced" tab, at least in Internet Explorer.
