In units which do significant and regular business with the PHS we are training everyone. In units which rarely do business with PHS, we are being more selective.
We tried to balance effectiveness and efficiency with faculty/staff pushback.

I have looked in the archives but was unable to find any discussion of how universities are interpreting the training requirement of the new PHS policy. Are you requiring this training of only those on PHS grants or do your institutional policies interpret more broadly and require training of everyone?
