I am having the same problem. Calling NIH didn't help.
Has anyone found a solution?

Dear Research Admin,
I'm writing on behalf of a company preparing to submit to NIH SBIR.
I have heard that they are having trouble with the application because SAM.GOV is having difficulties.
They have CCR, and evidently cannot register with grants.gov because of SAM.Gov.
They are also registered with the NIH e-Commons. I suggested they call the NIH helpdesk.
Has anyone experienced this problem?
