One of our University faculty members submitted a proposal that would be submitted to a private foundation and I have a couple questions that I'm hoping someone can assit with.  Our faculty member would be the PI on the grant.

Part of the proposal covers the cost of work performed by eight high school teachers, from multiple high schools.  These teachers would be developing and creating curriculum that is integral to the completion of this proposed project.  The cost for each teacher's work is budgeted at a payroll cost of $15,000.

1)  Would you create subaward agreements with the institutions where these teachers normally work? or Would you pay these teachers through your own payroll system for the work performed on the project?

2)  Provided indirect cost recovery is allowed by the awarding agency, can we recover indirect costs on the payroll costs of these high school teachers just like we normally would with own employees?
