Sharon,
Your first statement is correct.  You will apply your MTDC rate to the $23,153 that the subawardee is going to invoice you for.  You would NOT apply your MTDC rate to the $1,847 that the sub-awardee is providing as cost share.  The cost share provided by a sub-awardee is left out of your F&A calculation.

In other words: $23,153 requested from sponsor for sub-award (apply MTDC F&A rate as usual).  Can I apply F&A rate (42%) to the remaining $1,847 (which is a portion of the cost-match by the sub-awardee) and get $775 F&A for my PI to cost-share?  Or is the cost-shared portion of the sub completely left out my F&A calculation? Yes, you can cost share the portion of IDC that is calculated on the portion of the sub-awardee’s cost share budget. I would suggest that you do a separate column in your budget to show cost shared funds (from the prime and sub-awardees) and calculate your cost shared IDC on the MTDC of that portion of your budget.

Thank you all.  Sharon, I think you elaborated on my problem better than I did, thanks!  With a mandatory 1:1 cost-share, I wanted to use the F&A on the cost-shared sub portion as cost-share F&A match (not actually collect F&A on the cost-share sub portion). IDC match is allowed by sponsor.
