I recently attended the NIH Regional Seminar in Indianapolis and I asked this question directly to one of the Grants Management Specialists from the NIH (Dede Rutberg with NIDCR)that did a presentation on budgets. She said that it is perfectly acceptable to budget for these increases. The policy is just that they won't fund them that way. She did say that it is highly unlikely that this policy will be reversed anytime soon, but that it is best to budget for the true expected cost on the chance that the policy does change.
