I believe it should be submitted to the grants specialist first. Then the grants specialist will give you access in commons for you to load it in the system via MYPR. MYPR will not be seen in commons until access is approved/given.

I'm having trouble reaching our grants management specialist at NIH. I have a PI with a progress report to submit, and it's unclear for AREA (R15) whether we submit through the Commons or by e-mail to the grants management specialist.  In the Commons, the "MYPR" link does not appear for this proposal.  I have some conflicting instructions.  That was our institution's first NIH award in ten years, so I have little NIH experience. Is anyone else handling R-15 Area Grant reports this week?
