Yes, we definitely have to use the new package under the new opportunity number since the old package has expired. I guess I should have clarified. My question was whether or not the application should be marked as "new" or "changed/revised" on the SF-424 form (in the new package). The SF-424 instructions say to check the "changed/revised" box if the "submission is to change or correct a previously submitted application."

So, marking the application as "changed/revised" and putting the tracking number of the original application in the applicant identifier field (as you would do if you were submitting a revised NIH application) seems to make sense, especially since the reviewers will be comparing the revised application to the original application. But, as there were no specific instructions from the Department of Ed as to how to handle this, I wanted to get other opinions first.

Thanks,

Kathleen

Since the amended application is under a different Opportunity Number, we're going to use the newly-available package. This new package has the revised due date for those resubmitting, while the original has a due date of 2/1/2012.

Subject: [RESADM-L] Upward Bound Resubmissions

Good morning everyone,

Is anyone resubmitting an Upward Bound proposal in response to the changes in competitive preference priority 1? We have two questions, one about WHETHER to resubmit and the other about HOW:

(1) If you submitted under CPP1, only to find that your schools were not officially designated as "persistently lowest achieving," but you do not plan to change your schools, should you still submit a correction? According to the teleconferences last week, COE seemed to think it best for everyone who addressed CPP1 to revise and resubmit their application, while Ed said to resubmit only if you were making changes to your school or target population. Whose advice are you following?

(2) In regard to the grants.gov forms, should we mark the application as a Changed/Corrected Application and use the grants.gov tracking number from our previous application as the applicant identifier? Or, since they reopened the competition under a new FOA, should we just submit everything normally?

Thanks in advance for your advice,

Kathleen Halley
