Search # 2012388 Job Posting Title: Export Control and Financial Conflict of Interest Administrator (Program Specialist I - UCP 6) Job Summary: The Office of the Vice President for Research is seeking applicants for the position of Export Control and Financial Conflict of Interest Administrator (E/COIA). Reporting directly to and working under the direction of the Executive Director of the Office for Sponsored Programs, the Export Control and Financial Conflict of Interest Coordinator will be responsible for the administration of the University's Export Control and Financial Conflict of Interest in Research Programs, will collaborate with sponsored programs and research compliance staff as well as members of the Export Control panel and Financial Conflict of Interest Committee to ensure that all activities related to research and/or teaching conform to all applicable University, State, Federal and other external regulatory requirements and guidelines for Export Control and Financial Conflict of Interest. Responsibilities include: Assist in the development of policies and procedures on institutional requirements regarding export control and financial conflict of interest in research regulations; coordinate and implement related procedures, prepare and present training programs for faculty, students and staff on export control and financial conflict of interest in research; provide guidance to faculty, staff and administration on decisions related to export control and financial conflict of interest in research; serve as point of contact for all export control and financial conflict of interest-related matters including but not limited to: establishing Project Technology Control Plans, determining equipment classifications, determining licensing exceptions or requirements, establishing Financial Conflict of Interest Management Plans, reporting Financial Conflict of Interests and resolution to sponsoring agencies, responding to requests by the public on University investigator's financial conflicts of interest in research. Act as liaison and coordinator for related matters between the various research and regulatory offices within the University. Coordinate between the area-specific managers from the Export Control Panel; serve as staff person to the Financial Conflict of Interest in Research Committee; act as University liaison with Departments of Commerce, State and Treasury and other applicable federal agencies regarding export-related matters, keep current on federal, state, and local regulations, guidelines, and policies. Ensure that changes that impact higher education are integrated into appropriate University policies, procedures, and SOPs, maintain internal databases and prepares materials for the website, and perform other related duties as assigned. Qualifications: Minimum Qualifications: Bachelor's degree (or equivalent combination of education and experience) and two to four years experience working with federal or state regulations or guidelines; sufficient understanding of technology and science to work with investigators and technicians in making accurate technology classifications and licensing determinations; ability to use independent judgment to interpret, analyze and apply federal laws and university guidelines to promote compliant practices in export control; demonstrated effective written and oral communication skills; experience creating training materials and ability to present information, training programs, and/or workshops to individuals or groups; excellent organizational skills to effectively multi-task to meet deadlines and trouble-shoot problems; ability to work with minimal supervision and exercise a high level of independence and discretion; established interpersonal skills that promote building strong working relationships; demonstrated ability to interact with colleagues in a positive and constructive manner; and demonstrated ability to work effectively and collaboratively with administrators, faculty members and staff in a diverse work environment. Preferred Qualifications: Two to five years experience with export control and/or financial conflict of interest in research; knowledge of federal laws, regulations and procedures pertaining to Export Control and or Financial Conflict of interest in Research; experience working in a central office of a major research university; and science degree and/or background experience.
