I received similar error messages when we had entries in the SF424 Non-Construction budget page where we should have just left them blank. After I went and took out various things, then it went through. If you notice below you have two errors for each of a certain line and column designation. So when I took things out of fields in the budget pages, it made the second one disappear too. I received similar types of errors recently, and once I completely deleted all of my entries on the R&R and pulled it back oner (and then completed the modular), the submission went through fine. Good luck! What does it mean??? It appears to have to do with the budget pages, but I see nothing wrong. Help!
