I would be interested in learning how departments/institutions plan to cover COL and other costs
when the award is flat from one year to the next?   Are departments going to make the PIs cost share
the difference with general purpose or discretionary funds? Will departments/institutions cover the
difference with departmental or other funds?

I agree with including increases in out years, because what if policy changes and suddenly grants
CAN be provided with a (for example) 3% increase?  If you haven’t asked for it in the original grant
application, you certainly won’t receive it.  NIH is never going to give you more than you request,
it will only give you less, so you may as well ask for more (within reason).  And, as Vicki says
below, if it’s not allowed they will just remove it before awarding.

This is our office’s philosophy, anyway!

One of my GMO friends at NIDCD said the same thing to me in a recent phone conversation – we can
continue to include our increases and if necessary, the GMS will just take it out before issuing an

I received confirmation today from a Grants Management Specialist at NIH that this notice is not
prohibiting inflationary increases in the proposal budget.  You may submit a proposed budget with
appropriate increases.  However, if an award is forthcoming, inflationary increases for future years
will be eliminated by the grants management specialist assigned to the award.

The FY12 funding policies also removes the inflationary increase in all anticipated future years.
We’ve already begun receiving revised notices just to remove inflationary increases.

We have always taken the approach when preparing an application budget to use the NIH funding policy
in place at the time when we’re putting in the proposal. In the past using 3% then 2% and now no
increase. I know institutions do take various approaches to this and the salary cap, which can make
a complex proposal with multiple subs a challenge to put together.

Everyone,

Please help me decipher the latest changes sent down from NIH.

There are two changes that are unclear. Is this only for awards or also proposals processed in FY12?

FY2012 Funding Levels:  Non-competing awards will be issued without cost of living/inflationary
adjustments in FY 2012; however adjustments for special needs (such as equipment and added
personnel) will continue to be accommodated.    This policy applies to all grants (research and
non-research) when applicable.

Inflationary Increases for Future Years:  Inflationary increases for future year commitments will be
discontinued for all competing and non-competing research grant awards issued in FY 2012, however
adjustments for special needs (such as equipment and added personnel) will continue to be
accommodated.

For these two changes are we not supposed to be budgeting for a cost of living increase on NIH
proposals now for future years?  Are we supposed to only use our current numbers for all years of
the project?
