Doing business with State Government

The University of Maine System and the State of Maine have a long-standing agreement (Partnership Program) in which for programs that are of mutual interest and a sharing of responsibilities and sometimes costs, the State can contract with the University on a sole-source basis under a "Cooperative Agreement". Additionally, the University has an informal agreement with the State to waive one-half of our Federal F&A for projects funded with State tax revenues and/or Federal Block Grants over which the State has control.
Our State Legislature is considering opening the program up to the private Colleges/Universities int he State.
Do any of you out there in grantland have similar relationships with your State Agencies. While I am interested in all responses, I am particularly interested in the private relationships.
