I believe this should refer to the actors' union rules (Actors' Equity Association and others). There are specific requirements for various levels of theater and film personnel. You can probably handle it as you would in requirements to comply with the Davis-Bacon Act, which also stipulates a minimum compensation. Your best bet is to work with a member of one of the professional unions on the wording of the letter you create.

Subject: [RESADM-L] NEH Bridging Cultures through Film award
Hi Everyone,
Has anyone received an NEH Bridging Cultures through Film award that
included a term/condition about assuring that all professional
performers and related or supporting professional personnel will not
receive less than the prevailing minimum compensation as determined by
the Sec. of Labor
(http://www.access.gpo.gov/nara/cfr/waisidx_04/29cfr505_04.html)?
This is my first time dealing with this assurance specifically for
performers and could use some advice and tips.
Thanks!
