Such a "new system" per se is in fact not in the works. I'm not sure where you found this guidance, but I'd appreciate it if you could forward me that information offline. If you look at the posted RFA: Download Complete RFA Announcement in PDF format <http://www.samhsa.gov/Grants/2011/sp-11-003.pdf> , they clearly officially support application submission via Grants.gov <http://grants.gov/> . There should be no reason that the required forms cannot be submitted with the Grants.gov <http://grants.gov/> application. It is possible that a particular person at SAMHSA may feel that paper is better and is saying that... This is one of those tricky situations, of course, and your political vibes need to play a role here as much as the facts.

Subject: [RESADM-L] electronic vs. paper
The Drug-Free Communities request for application includes advice to potential applicants that a paper application is recommended (see below.) While it does not require a paper submission, it seems to imply that this is somehow a more reliable method. It implies that a "new system" will offer some improvements... is such a system in the works?
"We recommend that applicants use caution when uploading documents to Grants.gov <http://www.grants.gov/> . The system is not customized for the purposes of all the attachments that the DFC RFA requires and there have been instances where DFC applications were deemed ineligible in initial screening because not all of the parts of the application arrived when submitted on Grants.gov. Until a new system is completed which supports the specifics of the DFC RFA, we recommend that applicants submit their application using the paper method."
