Consolidated Federal FY 2011 award data will probably be impossible to find. The closest will be federal R&D obligations for FFY 2010 which you should be able to get via Webcaspar (https://webcaspar.nsf.gov/). For FFY 2011, you can get NIH and NSF *awards* from their respective websites (http://report.nih.gov/award/organizations.cfm , http://dellweb.bfa.nsf.gov/ ). Although R&D expenditures probably represent a better picture of actual research activity, the most recent available is for FY 2009 and because of some changes in the survey, the 2010 data probably won't be available for another month or so. That survey is also based on institutional fiscal year rather than federal fiscal year. If you want to include all awards to all entities, rather than science/engineering research/development awards to universities, the picture becomes somewhat more cloudy.
