We have the same situation. You can trick the system with zeros.

I have a situation I would very much benefit from others experience. I am assisting a foreign research organization with their CCR registration. In order to obtain a DUNS number they are required to go through a company--we'll call Company A--in a nearby country. Company A is a joint venture with Dun & Bradstreet and it assigns DUNS numbers for organizations located in a defined geographic area.
At issue is that my foreign research organization is located in a country which has severed diplomatic relations with the country in which Company A is located. Causing further concern is the amount of business information which Company A requires before it will issue a DUNs number.
Does anyone know if Dun and Bradstreet has a process by which we can apply directly to Dun & Bradstreet for the DUNS number and avoid going through Company A? I left a voice message for my local D&B company contact in northern VA on Monday, but have not heard back. My next step is to contact D&B in New Jersey. Any past experience or suggestions would be greatly appreciated.
