UMB has an eligibility policy in terms of who may submit a proposal through UMB. What type of appointment would your institution grant this faculty member? If you provide an adjunct faculty appointment, in this situation UMB would require that a request for a waiver to our policy be made. In order to get a waiver the department chair, dean and the Vice President for Research and Development has to review and approve such a request. If resources/space are required that the department chair would have to agree to provide these resources. Since the person's primary appointment is with another institution you really don't have any control over this individual. In which case at UMB we would require that a faculty member on the University's payroll take on the responsibility for oversight of the award and PI to ensure that the requirements of the award are delivered and met.
