We've recently reviewed this language and agree with your interpretation, which we also confirmed with an independent consultant who negotiates F&A.

Hi,
Our new F&A rate is lower than the one we've had for the past 7 years. We were under the impression that we could not request reimbursement for the higher rate in grant budgets because of the new rate. But we just checked in A-21, G.7., Fixed Rates for life of agreement.
If we're reading it right, we can use the F&A rate in effect at the time of the award during the "competitive segment" (meaning the life of the current grant, as long as PI doesn't have to "compete" for out year funding).
Could someone with more experience confirm that we can use the higher rate? Or explain G.7 if it doesn't say that?
