When conducting internal reviews for scientific merit, what guidelines are used? The context would
be to receive internal funding, not for IRB or IUCAC purposes.

I'm having a difference of opinion with my faculty and would love some outside views. (I'd be happy
to give the exact phrasing offline – has to do publication potential of the data generated by the
project.)
