We've been self-insured for years, with a similar sounding plan and we've got a federally negotiated fringe benefit rate that's never been questioned by auditors or agencies.

Good morning,
In the interest of cost-savings, we now provide health insurance benefits through a self-insured plan and pay a third party to oversee administrative services for this plan. We’re also increasingly pursuing various wellness initiatives (also administered by third party) in which we provide additional employee compensation for participation.
Has anyone been questioned or encountered any pushback regarding the allowability of these types of expenses in the federal fringe benefit proposal?
