I would do this as a subaward. Either way, I think this would require prior-approval from NSF.

Dear Fellow Research Admin's,

I am working on a budget for an NSF proposal.  The PI will be in Germany the first year and would like to hire German research assistants.

My question is: how should this be budgeted?

They will not be on our payroll.

Consultants?

Subaward?  I am leaning towards subaward, however the PI has never mentioned a subcontract or co-PI on the project.

Your guidance is appreciated.  Thanks so much.
