I believe that some institutions hire "hired guns" who specialize in TRiO programs (former program officers, etc.) to write different TRiO grants for them (Department of Education programs for first generation, low income students, etc.). It's a double edged sword. The good news might be: We got the grant, but that also might be the bad news. It's hard to direct a program that you did not design, that you did not write objectives for, etc. On the other hand, I know of folks from institutions who hired a grant writer, got the grant and were satisfied that they had done the right thing. kc Ken W.
